Premise: Batman is tracking a crime ring out of Gotham, and he has some things he needs to discuss with Nightwing.

Gotham had a fall from grace. The city started out as a fur trading outpost and grew exponentially into an industrialized pillar of Western Civilization. It wasn't until the early 70's that an economic downturn, caused by divergent political interests, started its downward descent into corruption and madness that continues to plague the city to this day.
Blüdhaven was a very different situation. It began as a whaling town with a poor socio-economic populace, and though it has grown considerably since its whaling days its economic situations had remained sadly consistent. Blüdhaven never had a fair shot, not like Gotham City-- there was very little opportunity for growth there, and as the criminals of Gotham started to flee the dark metropolis out of fear of The Batman it was Blüdhaven that became infested with the refuse.
It was a disturbing trend that Batman had been well aware of, and it was a problem that needed to be addressed. However, Gotham remained the Dark Knight's top priority. That was the city his family built, Gotham was in his blood and there was still much work that needed to be done there. Blüdhaven was collateral damage in the war. Regrettable, but not something he could focus on at this time.
Blüdhaven needed Nightwing, it was as simple as that. This is what Dick had been trained for and if anyone could help this city it was definitely Dick Grayson, Batman had no doubt of that.
The Batwing passed over Blüdhaven and Batman dropped out the bottom of the plane. His cape spread wide as he descended and landed on a tall building. He perched on the ledge and reached into his belt for a pair of binoculars as he scoped out the building below him. Batman assumed Dick didn't want him here, Nightwing was trying so hard to escape the long shadow that Batman had cast over his life but there was work to be done, and Bruce wasn't in the habit of asking for permission.
On the Eastern end of Gotham just south of the fashion district luxury cars had started going missing with alarmingly increasing frequency. 12 vehicles reported stolen in the past month alone, citizens of Gotham were leaving cars unlocked in broad daylight while going about their business, they would come out of the stores to find their cars missing.
Batman had been working with Gordon and a small task force that had been put together to bust what they suspected to be a very large car theft ring that had been growing through the greater Jersey area over the past ten years. They had made several arrests in the case but recently they finally caught the break they needed.
They called themselves the 3rd Street Family, they were pretty easy to identify-- part of the initiation involved having a stylized '3' with a bucking mustang horse branded somewhere on their body. Usually displayed on the arm, though some of the tougher gangsters would have the mark on the neck or more sensitive areas. Batman had put pressure on one of the 'Family' and he gave up the headquarters where the cars were being taken and processed.
It was here in Blüdhaven.
Batman had determined this was definitely the Chop Shop he was looking for, the automotive building was small only 3 or 4 stories tall whereas all buildings around it towered above making it look somewhat out of place. A neon sign said 'Third Street Automotive' it couldn't be more obvious. This 'Family' was bold, they thought they were untouchable. Even this late at night Batman could hear the sounds of powered equipment and engines idling as the people inside went about their work stripping the vehicles of identifiers and preparing them for resale throughout the country.
This was a big bust, and there was a time where Batman would have come in and handled this himself without a second thought. Maybe it was his work with the JLU that had him rethinking his methods.
Batman had Alfred send the transmission after he had left the cave, it included coordinates along with the relevant files and an ETA directly to Grayson. Batman checked the time on the small computer screen hidden inside his gauntlet... Nightwing would be here soon, he was sure of it.
